ഭരണഘടന സംരക്ഷകനായ ഗവര്‍ണര്‍ വിലപേശി, ജ്യോതിലാലിനെ മാറ്റി സര്‍ക്കാര്‍ പ്രതിസന്ധി മറികടന്നു

നയപ്രഖ്യാപന പ്രസംഗത്തില്‍ ഒപ്പിടാന്‍ വിസമ്മതിച്ച ഭരണഘടന സംരക്ഷകനായ ഗവര്‍ണർ ആരിഫ് മുഹമ്മദ് ഖാനെ അസാധാരണ നടപടിയിലൂടെ അനുനയിപ്പിച്ച് സംസ്ഥാനത്തെ ഭരണ പ്രതിസന്ധി സർക്കാർ മറികടന്നു. ഗവര്‍ണറുടെ പെഴ്‌സണല്‍ സ്റ്റാഫ് അംഗത്തിൻ്റെ നിയമനത്തിനെതിരെ കത്തയച്ച പൊതുഭരണ വകുപ്പ് സെക്രട്ടറി കെ ആര്‍ ജ്യോതിലാലിനെ തല്‍സ്ഥാനത്ത് നിന്ന് നീക്കിയാണ് സംസ്ഥാന സര്‍ക്കാര്‍ ഗവര്‍ണറെ അനുനയിപ്പിച്ചത്. മുഖ്യമന്ത്രിയുടെ കീഴിലുള്ള പൊതുഭരണ വകുപ്പ്  സെക്രട്ടറി അയച്ച കത്താണ് ഗവര്‍ണറുടെ പ്രകോപനത്തിന് കാരണമായി കരുതുന്നത്.

ഗവര്‍ണറുടെ പെഴ്‌സണല്‍ സ്റ്റാഫ് അംഗമായി ഹരി എസ് കര്‍ത്തയുടെ നിയമനത്തില്‍ അതൃപ്തി അറിയിച്ച്‌ പൊതുഭരണ വകുപ്പ് സെക്രട്ടറി ജ്യോതിലാല്‍ അയച്ച കത്തിലൂടെ താൻ അപമാനിക്കപ്പെട്ടതായി ഗവര്‍ണര്‍ മുഖ്യമന്ത്രി ഉള്‍പ്പടെയുള്ളവരെ അറിയിച്ചിരുന്നു. ഇതിനെ തുടര്‍ന്നാണ് നയപ്രഖ്യാപന പ്രസംഗം ഒപ്പിടാന്‍ ഗവര്‍ണര്‍ വിസമ്മതിച്ചത്. ഗവര്‍ണര്‍ ഈ നിലപാട് അറിയിച്ച് മിനിറ്റുകള്‍ക്കുള്ളിലാണ്‌ സര്‍ക്കാര്‍ പൊതുഭരണ സെക്രട്ടറിയെ തൽസ്ഥാനത്ത് നിന്നും മാറ്റിയത്.

രാജ്ഭവനില്‍ രാഷ്ട്രീയ നിയമനങ്ങള്‍ പതിവില്ലെന്നും അത്തരം കീഴ്‌വഴക്കമില്ലെന്നും ഗവര്‍ണര്‍ ആവശ്യപ്പെട്ടതനുസരിച്ച് കര്‍ത്തയുടെ നിയമനം അംഗീകരിക്കുകയാണെന്നുമായിരുന്നു ജ്യോതിലാല്‍ ഗവര്‍ണര്‍ക്കെഴുതിയ കത്തിൻ്റെ ഉള്ളടക്കം. പൊതു ഭരണവകുപ്പ് സെക്രട്ടറി എഴുതിയ ഈ കത്ത് ഗവർണർ എന്ന നിലയിൽ തന്നെ അപമാനിക്കുന്നതാണെന്നാണ് ഗവര്‍ണര്‍  സര്‍ക്കാരിനെയും മുഖ്യമന്ത്രിയെയും അറിയിച്ചു. ജ്യോതിലാലിനെ ഉടന്‍ സ്ഥാനത്ത് നിന്ന് മാറ്റണമെന്നും ഗവര്‍ണര്‍ സര്‍ക്കാരിനോട് ആവശ്യപ്പെട്ടതായാണ് വിവരം. എന്നാല്‍ ഇത് രാജ്ഭവന്‍ വൃത്തങ്ങള്‍ നിഷേധിച്ചു. എന്നാൽ ജ്യോതിലാലിനെ മാറ്റി പകരം ശാരദ മുരളീധരന് പൊതുഭരണ സെക്രട്ടറിയുടെ ചുമതല നല്‍കി.

ആദ്യം നയപ്രഖ്യാപനം ഒപ്പിടില്ലെന്ന് വ്യക്തമാക്കിയ ഗവര്‍ണര്‍ പിന്നീട് തൻ്റെ ചില ആവശ്യങ്ങൾ അംഗീകരിച്ചാല്‍ ഒപ്പിടാമെന്ന് അറിയിക്കുകയായിരുന്നു. ഇതേതുടർന്ന്, മിനുട്ടുകള്‍ക്കുള്ളില്‍ ജ്യോതിലാലിനെ മാറ്റി സര്‍ക്കാര്‍ ഉത്തരവിറക്കി. പൊതുഭരണ വകുപ്പ്  സെക്രട്ടറി ജ്യോതിലാലിനെ മാറ്റിയ സാഹചര്യത്തില്‍ ഗവര്‍ണര്‍ നയപ്രഖ്യാപനം ഒപ്പിട്ടതോടെ വലിയ ഭരണ പ്രതിസന്ധിയാണ് സര്‍ക്കാര്‍ അതിജീവിച്ചത്. 

The government overcame the administrative crisis in the state by persuading Governor Arif Mohammad Khan, the defender of the Constitution, to abstain from signing the policy declaration speech. The state government has persuaded the governor to remove KR Jyotilal, the secretary of the public administration department, who had written a letter against the appointment of the governor's personal staff member. The letter, sent by the secretary of the public administration department under the chief minister, is believed to have provoked the governor.

The Governor had informed the Chief Minister and others that he was insulted by a letter sent by Public Administration Secretary Jyotilal expressing dissatisfaction with the appointment of Hari S Kartha as a member of the Governor's personal staff. Following this, the governor refused to sign the policy declaration speech. Within minutes of the governor announcing his position, the government removed the Secretary of State for Public Administration from office.

The content of the letter written by Jyotilal to the Governor was that political appointments were not usual in the Raj Bhavan and that there was no such practice and that the appointment of the Lord was approved as requested by the Governor. The governor informed the government and the chief minister that the letter, written by the secretary of public administration, was insulting to the governor himself. It is learned that the governor has asked the government to remove Jyothilal from his post immediately. But this was denied by Raj Bhavan circles. However, Jyotilal was replaced by Sharda Muraleedharan as the Secretary to the Government.

The governor initially said he would not sign the policy declaration, but later said he would sign it if some of his demands were met. Within minutes, the government ordered Jyotilal to be replaced. The government has survived a major administrative crisis with the governor signing the policy statement in the wake of the removal of Public Administration Secretary Jyotilal.
