കേരളത്തിൽ എയിംസ് സ്ഥാപിക്കാൻ തത്വത്തില്‍ അംഗീകാരമായി

കേരളത്തില്‍ ഓൾ ഇന്ത്യ ഇൻസ്റ്റ്യൂട്ട് ഓഫ് മെഡിക്കൽ സയൻസസ് (എയിംസ് AIMS) സ്ഥാപിക്കാന്‍ കേന്ദ്രആരോഗ്യമന്ത്രാലയം തത്വത്തില്‍ അംഗീകാരം നല്‍കി. കെ മുരളീധരന്‍ എം പിയുടെ ചോദ്യത്തിന് നല്‍കിയ മറുപടിയിലാണ് മന്ത്രാലയം നിലപാട് അറിയിച്ചത്. എയിംസിനായി കേന്ദ്ര ആരോഗ്യ മന്ത്രാലയത്തിൻ്റെ തത്വത്തിലുള്ള അംഗീകാരം ധനമന്ത്രാലയത്തിന് കൈമാറിയതായി മറുപടിയിൽ വ്യക്തമാക്കുന്നു. കഴിഞ്ഞ പാര്‍ലമെൻ്റ് സമ്മേളനത്തിലാണ് കെ മുരളീധരന്‍ എം പി കോഴിക്കോട് കിനാലൂരില്‍ എയിംസ് സ്ഥാപിക്കുന്നതുമായി ബന്ധപ്പെട്ട ചോദ്യം ഉന്നയിച്ചത്.

എയിംസ് സ്ഥാപിക്കുന്നതുമായി ബന്ധപ്പെട്ട് അനുകൂലമായ സ്ഥലങ്ങള്‍ അറിയിക്കണമെന്ന് നിര്‍ദേശിച്ച് കേരളത്തിനും കേന്ദ്രം കത്ത് നൽകിയിട്ടുണ്ട്. തിരുവനന്തപുരം, കോട്ടയം, കോഴിക്കോട് എന്നീ ജില്ലകളിലെ നാല് സ്ഥലങ്ങളാണ് കേരളാ സര്‍ക്കാര്‍ നിര്‍ദേശിച്ചിട്ടുള്ളത്. ആരോഗ്യ മന്ത്രാലയത്തിൻ്റെ വിദഗ്ധസമിതിയാവും പരിശോധന നടത്തി സ്ഥലം സംബന്ധിച്ച അന്തിമതീരുമാനമെടുക്കുക. എയിംസ് സ്ഥാപിക്കുന്നതുമായി ബന്ധപ്പെട്ട് ആരോഗ്യമന്ത്രാലയം തത്വത്തിൽ അംഗീകാരം നൽകിയതിനാൽ ഇനി ധനമന്ത്രാലയമാണ് തുടര്‍നടപടികള്‍ സ്വീകരിക്കേണ്ടത്. സാമ്പത്തിക കാര്യങ്ങളുള്‍പ്പെടെ പരിശോധിച്ചതിനുശേഷമാവും കേരളത്തിലെ എയിംസ് സംബന്ധിച്ച് അന്തിമതീരുമാനം ഉണ്ടാവുക. എയിംസിന് ആവശ്യമായ 200 ഏക്കർ സ്ഥലം സംസ്ഥാന സർക്കാർ ഏറ്റെടുത്ത് നൽകിയാൽ 1500 കോടിയോളം രൂപ ചിലവഴിച്ച് കേന്ദ്ര സർക്കാരാണ് ആശുപതി നിർമിക്കുക. 1956 ലെ കേരളത്തില്‍ ഓൾ ഇന്ത്യ ഇൻസ്റ്റ്യൂട്ട് ഓഫ് മെഡിക്കൽ സയൻസസ് ആക്ട് പ്രകാരമാണ് എയിംസ് സ്ഥാപിതമായത്.

നിലവിൽ കര്‍ണാടക, കേരളം, ഹരിയാന എന്നീ മൂന്ന് സംസ്ഥാനങ്ങളാണ് എയിംസിനായി ആവശ്യം ഉന്നയിച്ചത്. ധനകാര്യമന്ത്രാലയം ആവശ്യം പരിഗണിക്കുമെന്നാണ് പ്രതീക്ഷിക്കുന്നതെന്ന് കെ മുരളീധരന്‍ എം പി പ്രതികരിച്ചു. രാജ്യത്ത് നിലവില്‍ 19 സ്ഥലങ്ങളിലാണ് എയിംസ് പ്രവര്‍ത്തിക്കുന്നത്.

The Union Ministry of Health has approved in principle the establishment of the All India Institute of Medical Sciences (AIMS) in Kerala. The ministry said this in a reply to a question by K Muraleedharan MP. The reply states that the in-principle approval of the Union Ministry of Health for AIIMS has been forwarded to the Ministry of Finance. During the last session of Parliament, K Muraleedharan MP raised the question regarding the setting up of AIIMS in Kozhikode Kinaloor.

The Center has also sent a letter to Kerala asking it to inform suitable places for setting up AIIMS. The Government of Kerala has proposed four sites in Thiruvananthapuram, Kottayam and Kozhikode districts. An expert committee of the Ministry of Health will inspect and take a final decision on the site. As the Ministry of Health has approved in principle the establishment of AIIMS, the Ministry of Finance will now have to take further action. The final decision on AIIMS in Kerala will be taken only after examining the financial matters. If the 200 acres of land required for AIIMS is acquired by the state government, the central government will build the hospital at a cost of around Rs 1500 crore. AIIMS was established in Kerala in 1956 under the All India Institute of Medical Sciences Act.

Currently, three states - Karnataka, Kerala and Haryana - have applied for the AIIMS. K Muraleedharan MP said he hoped the finance ministry would consider the demand. AIIMS currently operates in 19 locations across the country.
