കശ്മീരിലെ ഭീകര സംഘടനകള്‍ കമ്മ്യൂണിസ്റ്റ് പേരുകള്‍ ഉപയോഗിക്കണമെന്ന് ഐ എസ് ഐ നിര്‍ദ്ദേശം. ജമ്മു കശ്മീരില്‍ പ്രവർത്തിക്കുന്ന തീവ്രവാദ സംഘടനകൾ കമ്മ്യൂണിസ്റ്റ് സംഘടനകളുടെ പേരിനോട് സാമ്യമുള്ള പേരിലേക്ക് മാറണമെന്നാണ് ഐ എസ് ഐ നിർദ്ദേശം. പാകിസ്ഥാൻ ആസ്ഥാനമായി പ്രവർത്തിക്കുന്ന ഭീകര സംഘടനകളുടെ പാക് ബന്ധം ഇന്ത്യന്‍ സൈന്യത്തിൻ്റെയും രഹസ്യാന്വേഷണ ഏജൻസികളുടെയും ശ്രദ്ധയില്‍ പെടാതിരിക്കുന്നതിനാണ് വ്യാജ പേരുകള്‍ ഉപയോഗിക്കാന്‍ പാക് ചാര സംഘടനയായ ഐ എസ് ഐ നിർദ്ദേശിച്ചിരിക്കുന്നത്. 'ദ റെസിസ്റ്റന്‍സ് ഫ്രണ്ട്' പോലുള്ള ഏതെങ്കിലും പേരിലേക്ക് മാറാനാണ് നിര്‍ദേശമെന്ന് വാര്‍ത്താ ഏജന്‍സിയായ ഐ എ എന്‍ എസ് റിപ്പോര്‍ട്ട് ചെയ്തു. പ്രവർത്തകർക്കിടയില്‍ തങ്ങളെ കമ്മ്യൂണിസ്റ്റ് സംഘടനകളായി പ്രചരിപ്പിക്കാന്‍ ഐ എസ് ഐ ഈ ഗ്രൂപ്പുകളോട് പ്രത്യേകം ആവശ്യപ്പെട്ടിട്ടുണ്ടെന്നും റിപ്പോർട്ടില്‍ പറയുന്നു.
ജമ്മു കശ്മീരില്‍ എന്തെങ്കിലും ഭീകരപ്രവര്‍ത്തനം നടന്നുകഴിഞ്ഞാൽ വ്യക്തമായ തെളിവുകള്‍ സഹിതം ഇന്ത്യ എല്ലായ്പോഴും പാക്കിസ്താനെ പ്രതികൂട്ടിൽ നിർത്തുന്നതിൽ പാക് ചാര സംഘടനയായ ഐഎസ്ഐ ആശങ്കാകുലരാണെന്നും റിപ്പോര്‍ട്ടുണ്ട്. നിലവിൽ ചൈന ഒഴികെയുള്ള ഭൂരിഭാഗം രാജ്യങ്ങളും പാകിസ്താന് തീവ്രവാദത്തെ പിന്തുണയ്ക്കുന്നുണ്ടെന്നും പാക് മണ്ണിൽ തീവ്രവാദ പ്രവർത്തനങ്ങളെ പ്രോത്സാഹിപ്പിക്കുന്നുണ്ടെന്നും ഉള്ള നിലപാടില്‍ ഉറച്ചുനില്‍ക്കുന്നതും പാകിസ്താന് യു എൻ ഉൾപ്പടെയുള്ള അന്താരാഷ്ട്ര തലത്തില്‍ തലവേദനയാണ്.
തീവ്രവാദ സംഘടനകളുടെ നിലവിലെ പേരുകളും വിവരങ്ങളും പാകിസ്ഥാൻ്റെ ഇടപെടലിലേക്ക് വിരല്‍ ചൂണ്ടുമെന്ന താരത്തിലുവ ആയതിനാൽ അവ കമ്മ്യൂണിസ്റ്റ് അല്ലെങ്കില്‍ ഇടതുപക്ഷ പേരുകളാക്കി മാറ്റാനും പുതിയ സോഷ്യല്‍ മീഡിയ അക്കൗണ്ടുകള്‍ തുറക്കാനും മതപരമായ മുദ്രാവാക്യങ്ങള്‍ ഉപയോഗിക്കുന്നത് ഒഴിവാക്കാനും ഭീകര സംഘടനകളോട് ഐഎസ്ഐ ആവശ്യപ്പെട്ടിട്ടുണ്ട്.
ഈ പുതിയ തന്ത്രത്തിലൂടെ പാകിസ്ഥാന്‍ രണ്ട് ലക്ഷ്യങ്ങളാണ് മുന്നില്‍കാണുന്നതെന്ന് സൈനീക ഉദ്യോഗസ്ഥര്‍ പറയുന്നു. ഒന്ന്, കശ്മീരിൽ അടക്കം ഇന്ത്യയുടെ വിവിധഭാഗങ്ങളിൽ നടക്കുന്ന ഭീകരപ്രവര്‍ത്തങ്ങളില്‍ തങ്ങള്‍ക്ക് പങ്കില്ലെന്ന് യുഎസ്, യുകെ, ജര്‍മ്മനി, ഫ്രാന്‍സ് തുടങ്ങിയ രാജ്യങ്ങളെ ബോധ്യപ്പെടുത്താനാകും. രണ്ടാമത്തെ ലക്‌ഷ്യം, ഇതുവഴി ഫിനാന്‍ഷ്യല്‍ ആക്ഷന്‍ ടാസ്‌ക് ഫോഴ്സ് പാകിസ്താനെ 'ബ്ലാക്ക് ലിസ്റ്റ്' ചെയ്യുന്നത് ഒഴിവാക്കാനും കഴിയും. നിലവിൽ 2018 ജൂണ്‍ മുതല്‍ എഫ് എ ടി എഫിൻ്റെ ഗ്രേ ലിസ്റ്റിലാണ് പാകിസ്താന് ഉള്ളത്. ഈ വര്‍ഷം ഫെബ്രുവരി 22-ന് പാരീസില്‍ വെച്ച് നടക്കുന്ന എഫ് എ ടി എഫിൻ്റെ യോഗത്തില്‍ 'ബ്ലാക്ക് ലിസ്റ്റില്‍' പാകിസ്താനെ ഉള്‍പ്പെടുത്താന്‍ സാധ്യതയുള്ളതിനാലാണ് പാകിസ്താൻ്റെ ഈ നീക്കമെന്നാണ് വിലയിരുത്തല്‍.

The ISI, a Pakistani spy agency, has been reported to be concerned that India will always hold Pakistan accountable in the event of any terrorist attack in Jammu and Kashmir. At present, most countries except China and standing firm that Pakistan support to terrorism and promote terrorist activities on its soil and it is a headache for Pakistan in the international community, including the United Nations. The ISI has asked terrorist organizations to change their current names and information to those of a militant group that could point to Pakistan's involvement, to change their name to communist or leftist, and open new social media accounts and to refrain from using religious slogans.
Military officials say, Pakistan has two goals in mind with this new strategy. One is to convince countries like US, UK, Germany and France that they are not involved in terrorist activities in various parts of India, including Kashmir. The second goal is to prevent the 'blacklisting' of Pakistan by Financial Action Task Force. Pakistan has been on the FATF's gray list since June 2018. The move comes as the FATF's meeting in Paris on February 22 this year is likely to blacklist Pakistan.
