ഐ ടി മേഖലയില്‍ ബാർ-റെസ്റ്റോറെൻ്റുകൾ, കൂടുതല്‍ മദ്യശാലകളും തുറക്കും. പുതിയ മദ്യനയത്തിന് അംഗീകാരം

2022-23 സാമ്പത്തിക വര്‍ഷത്തിലേക്കുള്ള പുതിയ മദ്യനയത്തിനാണ് മന്ത്രിസഭാ യോഗം അംഗീകാരം നല്‍കിയിരിക്കുന്നത്. ഐടി മേഖലയില്‍ ബാർ-റെസ്റ്റോറെൻ്റുകൾ ആരംഭിക്കാനും വിദേശമദ്യ ചില്ലറ വില്‍പന ശാലകളുടെ എണ്ണം വര്‍ധിപ്പിക്കാനും സംസ്ഥാന സര്‍ക്കാരിന്റെ പുതിയ മദ്യനയം വ്യവസ്ഥചെയ്യുന്നു. നിലവിലെ വില്പന ശാലകളിൽ തിരക്ക് നിയന്ത്രിക്കുന്നതിനായി നൂറോളം പുതിയ വിദേശമദ്യ ചില്ലറ വില്‍പന ശാലകള്‍ തുറക്കാനാണ് നിര്‍ദ്ദേശം. ജനവാസ മേഖലയില്‍നിന്ന് മാറി ജനങ്ങള്‍ക്ക് ബുദ്ധിമുട്ടില്ലാത്ത തരത്തില്‍ ബെവ്‌കോയുടേയും കണ്‍സ്യൂമര്‍ ഫെഡിന്റെയും കീഴില്‍ തുറക്കും.

ഐടി മേഖലയുടെ നിരന്തര ആവശ്യം പരിഗണിച്ച് പബ്ബുകള്‍ക്ക് പകരം  ബാർ-റെസ്റ്റോറെൻ്റുകൾ അനുവദിക്കാൻ തീരുമാനമായി. ഐടി സ്ഥാപനങ്ങളിലെ സംഘടനകളടക്കം സര്‍ക്കാരിനോട് പബ്ബുകൾ അനുവദിക്കണമെന്ന് ആവര്‍ത്തിച്ച് ആവശ്യപ്പെട്ടിരുന്നു. ഐടി വകുപ്പ് കൈകാര്യം ചെയ്യുന്ന മുഖ്യമന്ത്രിയുടെ ശ്രദ്ധയില്‍ തന്നെ ഇക്കാര്യം പലതവണ പെടുത്തിയതാണ്. ത്രീ  സ്റ്റാര്‍ നിലവാരത്തിലായിരിക്കും ബാറുകൾ അനുവദിക്കുക.

വിനോദ സഞ്ചാര മേഖലകൾക്കുള്ള പരാതികളും ആവശ്യങ്ങളും കൂടി കണക്കിലെടുത്താണ് മാറ്റം വരുത്തുന്നതെന്ന് സർക്കാർ വാർത്താ കുറിപ്പിൽ അറിയിച്ചു. ഉത്തരവാദിത്വത്തോടു കൂടിയുള്ള വിനോദ സഞ്ചാരവികസനമാണ് സർക്കാർ ലക്ഷ്യമിടുന്നത്. വിനോദ സഞ്ചാര മേഖലകളിൽ മയക്കു മരുന്ന് ഉപയോഗം ഒരു തരത്തിലും അനുവദിക്കില്ലെന്നും, മയക്കുമരുന്ന് ഉപയോഗം തടയാൻ ആവശ്യമായ നടപടികൾ സ്വീകരിക്കും. എന്നാൽ മദ്യത്തിൻ്റെ ലഭ്യത ഒഴിച്ചു കൂടാൻ കഴിയാത്ത കാര്യമാണ്. മദ്യപിക്കാൻ വേണ്ടി മാത്രമായല്ല വിനോദ സഞ്ചാരികൾ സംസ്ഥാനത്ത് എത്തുന്നത്, എന്നാൽ മദ്യം ലഭ്യമല്ലാത്ത സാഹചര്യം വിനോദ സഞ്ചാര മേഖലകളിൽ ഗുണകരമല്ലെന്നും വാർത്താ കുറിപ്പിൽ പറയുന്നു.

ഐടി പാർക്കുകളിൽ അവരുടെ ജീവനക്കാർക്കും അതിഥികൾക്കും പ്രവൃത്തി സമയത്തിന് ശേഷമുള്ള വേളകളിൽ വിനോദത്തിന് അവസരം ലഭിക്കുന്നില്ല എന്ന പരാതിയും നിലനിൽക്കുന്നുണ്ട്. ഐടി പാർക്കുകളിൽ ഇതിനായി നീക്കിവെക്കുന്ന പ്രത്യേകമായ സ്ഥലങ്ങളിൽ കർശനമായ വ്യവസ്ഥകളോടെ മദ്യം നൽകുന്നതിന് പ്രത്യേക ലൈസൻസ് അനുവദിക്കും. സംസ്ഥാനത്ത് നിക്ഷേപ സൗഹൃദ സംസ്ഥാനമാക്കിത്തീർക്കുന്നതിന് ഇത്തരത്തിലുള്ള നടപടികൾ ഒഴിച്ചുകൂടാൻ ആവാത്തതാണെന്ന് സർക്കാർ വാർത്താകുറിപ്പിൽ വ്യക്തമാക്കുന്നു.

The Cabinet has approved the new liquor policy for the financial year 2022-23. The new liquor policy of the state government provides for the opening of bar-restaurants and the increase in the number of foreign liquor retail outlets in the IT sector. It is proposed to open about 100 new foreign liquor retail outlets to ease congestion at existing outlets. It will be opened under Bevco and the Consumer Fed in a manner that will not cause inconvenience to the people away from the populated area.

Considering the constant demand of the IT sector, it was decided to allow bar-restaurants instead of pubs. Organizations in IT companies have repeatedly called on the government to allow pubs. The matter has been brought to the notice of the Chief Minister, who is in charge of the IT department, several times. Bars will be allowed at a three-star level.

The government said in a statement that the changes were made in response to complaints and demands from the tourism sector. The government aims at responsible tourism development. Drug use will not be allowed in tourist areas and necessary steps will be taken to curb drug use. But the availability of alcohol is unavoidable. "Tourists come to the state not only for drinking, but the unavailability of alcohol is not good for the tourism sector," the statement said.

There are also complaints that IT parks do not provide their employees and guests with the opportunity to entertain themselves after working hours. Special licenses will be issued for the provision of liquor with strict conditions in specialized areas set aside for this purpose in IT parks. The government said in a statement that such steps were inevitable to make the state an investment-friendly state.
