ഭാരത് സീരീസ് (BH) വരുന്നു. അന്തർ സംസ്ഥാന വാഹന ഉപയോഗത്തിന് റീ രജിസ്‌ട്രേഷന്‍ വേണ്ട
പുതിയ വാഹനങ്ങള്‍ക്ക് രാജ്യത്താകമാനം ഉപയോഗിക്കാവുന്ന ബിഎച്ച് സീരീസ് എന്ന ഏകീകൃത രജിസ്‌ട്രേഷന്‍ സംവിധാനം അവതരിപ്പിച്ച് റോഡ് ട്രാന്‍സ്‌പോര്‍ട്ട് മന്ത്രാലയം. ബിഎച്ച് രജിസ്‌ട്രേഷനുള്ള ഒരു വാഹനം ഒരു സംസ്ഥാനത്ത് നിന്ന് മറ്റു സംസ്ഥാനങ്ങളിലേക്ക് മാറുമ്പോള്‍ റീ രജിസ്‌ട്രേഷന്‍ നടത്തേണ്ടതില്ല എന്നതാണ് ഇതിന്റെ ഗുണം. കേന്ദ്ര-സംസ്ഥാന സര്‍ക്കാര്‍ ജീവനക്കാര്‍, സൈനിക-സുരക്ഷ ഉദ്യോഗസ്ഥര്‍ നാലോ അതില്‍ കൂടുതലോ സംസ്ഥാനങ്ങളില്‍ ഓഫീസുകളുള്ള സ്വകാര്യ കമ്പനികളിലെ ജീവനക്കാര്‍ തുടങ്ങിയവര്‍ക്ക് ബിഎച്ച് രജിസ്‌ട്രേഷനായി അപേക്ഷിക്കാമെന്നാണ് ഉത്തരവില്‍ പറയുന്നത്.
സ്ഥലം മാറി പോകുന്ന ഉദ്യോഗസ്ഥര്‍ക്കും ജീവനക്കാര്‍ക്കും വലിയ തലവേദന സൃഷ്ടിക്കുന്നതായിരുന്നു നിലവിലെ രജിസ്‌ട്രേഷന്‍ സംവിധാനം. ഒരു സംസ്ഥാനത്ത് വെച്ച് വാഹനം വാങ്ങിയാല്‍ അവിടെ രജിസ്റ്റര്‍ ചെയ്ത വാഹനം 12 മാസത്തില്‍ കൂടുതല്‍ മറ്റു സംസ്ഥാനത്ത് സൂക്ഷിക്കാനോ ഉപയോഗിക്കാനോ ആവില്ല. അതിനുള്ളില്‍ ഉപയോഗിക്കുന്ന സംസ്ഥാനത്ത് റീ രജിസ്‌ട്രേഷന്‍ നടത്തണമെന്നാണ് നിലവിലെ നിയമം. ആദ്യം രജിസ്റ്റര്‍ ചെയ്ത ചെയ്ത സംസ്ഥാനത്ത് നിന്നുള്ള എന്‍.ഒ.സി, അവിടെ അടച്ച റോഡ് ടാക്‌സ് റീഫണ്ട് ചെയ്ത് റീ രജിസ്‌ട്രേഷന്‍ ചെയ്യുന്ന സംസ്ഥാനത്ത് അടയ്ക്കണം. ഈ പ്രക്രിയകള്‍ ഏറെ ബുദ്ധിമുട്ടാണ് ആളുകള്‍ക്ക് സൃഷ്ടിച്ചിരുന്നത്.
എന്നാല്‍ ബിഎച്ച് സീരീസ് രാജ്യത്തൊട്ടാകെയുള്ള ഏകീകൃത സംവിധാനം ഇതിന് ഒരു പരിഹാരമാകുമെന്നാണ് പ്രതീക്ഷിക്കുന്നത്. ബിഎച്ച് രജിസ്‌ട്രേഷനുള്ള ഒരു വാഹനത്തിന് ഉടമ ഒരു സംസ്ഥാനത്തുനിന്ന് മറ്റൊന്നിലേക്ക് മാറുമ്പോള്‍ ഇത്തരം റീ രജിസ്‌ട്രേഷന്‍ ബുദ്ധിമുട്ടുകളൊന്നും അനുഭവിക്കേണ്ടതില്ലെന്നാണ് ഉപരിതല ഗതാഗത മന്ത്രാലയം പറയുന്നത്. വാഹന നികുതി രണ്ട് വര്‍ഷത്തേക്കോ രണ്ടിന്റെ മടങ്ങുകളോ ആയിട്ടായിരിക്കും ഈടാക്കുക. 14 വര്‍ഷം പൂര്‍ത്തിയാക്കിയ വാഹനത്തിനുള്ള നികുതി വര്‍ഷംതോറും മുമ്പ് ഈടാക്കിയിരുന്ന തുകയുടെ പകുതിയായിരിക്കും നല്‍കേണ്ടി വരിക. ബിഎച്ച് രജിസ്‌ട്രേഷന്‍ നടപടികള്‍ ഓണ്‍ലൈനില്‍ തന്നെ ലഭ്യമാകും. ആര്‍.ടി.ഒ ഓഫീസുകളില്‍ പോകേണ്ടതില്ല.
Ministry of Road Transport has introduced a unified registration system called BH Series, which can be used across the country for new vehicles. The advantage is that a vehicle with BH registration does not have to be re-registered when it moves from one state to other states. Central and state government employees, military-security personnel and employees of private companies with offices in four or more states can apply for BH registration, the order said.
The current registration system was causing major headaches for displaced officials and employees. If the vehicle is purchased in one state, the vehicle registered there cannot be stored or used in other states for more than 12 months. The current law requires re-registration in the state used within it. NoC from the first registered state should refund the road tax paid there and pay it in the state for reregistration. These processes were very difficult for people.
But the BH series is expected to be a solution to the unified system across the country. According to the Ministry of Surface Transport, when the owner moves from one state to another for a vehicle with BH registration, no such re-registration difficulties should be experienced. Vehicle tax will be levied for two years or two times. The tax on vehicles completed for 14 years will be half of what was levied annually. BH registration process will be available online. You don't have to go to RTO offices.
