ഇന്ത്യന്‍ സൈന്യം പരിശീലിപ്പിച്ച താലിബാന് നേതാവ് ദോഹയിൽ ഇന്ത്യയുമായി ചർച്ചനടത്തി

1 979 നും 1982 നും ഇടയില്‍ മൂന്നു വര്‍ഷം മധ്യപ്രദേശിലെ നൗഗോണിലുള്ള ആര്‍മി കെഡറ്റ് കോളജില്‍ ജവാനായും തുടര്‍ന്ന് ഡെറാഡൂണിലെ ഇന്ത്യന്‍ മിലിട്ടറി അക്കാദമിയില്‍ ഓഫിസറായും പരിശീലനം നേടിയ ഷെര്‍ മുഹമ്മദ് അബ്ബാസ് സ്റ്റെന്‍ക്‌സായിയെയാണ് അഫ്ഗാനിസ്ഥാനിലെ ഭരണമാറ്റത്തിനു ശേഷം ഇന്ത്യയുമായി ആദ്യമായി നടന്ന ചര്‍ച്ചയ്ക്ക് താലിബാന് നിയോഗിച്ചത്. താലിബാന്റെ ദോഹയിലെ രാഷ്ട്രീയകാര്യ ഓഫിസ് മേധാവിയായ സ്റ്റെന്‍ക്‌സായിയാണ് ഖത്തറിലെ ഇന്ത്യന്‍ എംബസിയിലെത്തി സ്ഥാനപതി ദീപക് മിത്തലുമായി ചര്‍ച്ച നടത്തിയത്. താലിബാനുമായി ഔദ്യോഗിക നയതന്ത്രചര്‍ച്ച നടത്തിയതായി ഇന്ത്യ സ്ഥിരീകരിക്കുന്നത് ആദ്യമായാണ്.
ഇംഗ്ലിഷ് പരിജ്ഞാനമുള്ള അപൂര്‍വം താലിബാന് നേതാക്കളില്‍ ഒരാളായ സ്റ്റെന്‍ക്‌സായി വിവിധ രാജ്യങ്ങളില്‍ സന്ദര്‍ശനം നടത്തിയിട്ടുണ്ട്. മുന്‍ താലിബാന് ഭരണകൂടത്തില്‍ വിദേശകാര്യ ഉപമന്ത്രിയായിരുന്നു സ്റ്റെന്‍ക്‌സായി. താലിബാന് അംഗീകാരം തേടി യുഎസ് പ്രസിഡന്റ് ബില്‍ ക്ലിന്റണുമായി ചര്‍ച്ചയ്ക്ക് 1996 ല്‍ വാഷിങ്ടണിലെത്തിയെങ്കിലും ദൗത്യം പരാജയപ്പെട്ടിരുന്നു. ചൈനയിലേക്കും 1996 ല്‍ സ്റ്റെന്‍ക്‌സായി പ്രതിനിധി സംഘത്തെ നയിച്ചിട്ടുണ്ട്.
ചൊവ്വാഴ്ച ഖത്തറില്‍ നടന്ന ചര്‍ച്ചയില്‍, ഇന്ത്യാവിരുദ്ധ ഭീകരപ്രവര്‍ത്തനങ്ങളുടെ കേന്ദ്രമായി അഫ്ഗാനിസ്ഥാന്‍ മാറുമോയെന്ന ആശങ്ക ഇന്ത്യ ശക്തമായി ഉന്നയിച്ചു. ഇക്കാര്യത്തില്‍ അനുഭാവപൂര്‍വമായ സമീപനമുണ്ടാകുമെന്നാണ് സ്റ്റെന്‍ക്‌സായി ഉറപ്പു നല്‍കിയത്.
താലിബാനുമായി ഇന്ത്യ മുൻപും ചര്‍ച്ചകള്‍ നടത്തിയിരുന്നെങ്കിലും അവ ഔദ്യോഗികമായി സ്ഥിരീകരിക്കാന്‍ വിദേശകാര്യമന്ത്രാലയം തയാറായിരുന്നില്ല. താലിബാന് മുന്‍കയ്യെടുത്തായിരുന്നു ഇന്നലത്തെ ചര്‍ച്ചയെന്നു വിദേശകാര്യമന്ത്രാലയ വൃത്തങ്ങള്‍ അറിയിച്ചു. അഫ്ഗാനില്‍ കുടുങ്ങിയ ഇന്ത്യക്കാരുടെ സുരക്ഷയും മടക്കയാത്രയ്ക്കുള്ള നടപടികളും ചര്‍ച്ചയായി. അഫ്ഗാനിസ്ഥാനിലെ ന്യൂനപക്ഷങ്ങള്‍ ഇന്ത്യയിലേക്കു വരാന്‍ ആഗ്രഹിക്കുന്നുവെങ്കില്‍ അവര്‍ക്കു മുഖ്യപരിഗണന നല്‍കണമെന്നും ഇന്ത്യ ആവശ്യപ്പെട്ടു.
കശ്മീരിലെ ലഷ്‌കറെ തയിബ, ലഷ്‌കറെ ഝാന്‍വി തുടങ്ങിയ ഭീകര സംഘടനകള്‍ താലിബാനുമായി സഹകരിക്കുന്നുണ്ട്. അഫ്ഗാനിലെ ചില ചെക്‌പോസ്റ്റുകള്‍ കൈകാര്യം ചെയ്യുന്നത് ഇവരാണെന്നും വിവരമുണ്ട്. അതിനാല്‍ താലിബാന് വീണ്ടും ഭരണത്തിലെത്തുന്നതോടെ കശ്മീര്‍ വിഷയത്തില്‍ അവരെടുക്കുന്ന നിലപാട് ഇന്ത്യ കരുതലോടെയാണു വീക്ഷിക്കുന്നത്. കശ്മീര്‍ ഉഭയകക്ഷി വിഷയമാണെന്നാണ് അധികാരമേറ്റ ശേഷം നടത്തിയ വാര്‍ത്താസമ്മേളനത്തില്‍ താലിബാന് വക്താവ് പറഞ്ഞത്. ആഭ്യന്തരവിഷയം മാത്രമാണിതെന്നു നിലപാടുള്ള ഇന്ത്യയ്ക്ക് ഈ വാദം സ്വീകാര്യമല്ല.
The Taliban appointed Sher Mohammad Abbas Stenxai, who trained as a jawan at the Army Cadet College in Naugon, Madhya Pradesh for three years between 1979 and 1982, followed by an officer at the Indian Military Academy in Dehradun, for the first time in talks with India since the change of government in Afghanistan. Stenxai, the head of the Taliban's Office of Political Affairs in Doha, arrived at the Indian Embassy in Qatar and held talks with Ambassador Deepak Mittal. This is the first time that India has confirmed that it has held official diplomatic talks with the Taliban.
Stenxai, one of the rare Taliban leaders with knowledge of English, has visited various countries. Stenxai was deputy minister of foreign affairs in the previous Taliban regime. He came to Washington in 1996 to negotiate with US President Bill Clinton seeking Taliban approval, but the mission failed. Stenxai also led the delegation to China in 1996.
During talks in Qatar on Tuesday, India strongly raised concerns that Afghanistan could become a hub for anti-India terrorism. Stenxai assured that there would be a sympathetic approach in this regard.
India had held previous talks with the Taliban, but the Ministry of External Affairs was not prepared to officially confirm them. Foreign Ministry sources said yesterday's talks were taken by the Taliban. The security of Indians stranded in Afghanistan and the steps for the return journey were discussed. India also urged minorities in Afghanistan to give top priority if they want to come to India.
Terror outfits like Lashkar-e-Tayiba and Lashkar-e-Jhanvi in Kashmir are collaborating with the Taliban. They are also reported to handle some checkpoints in Afghanistan. Therefore, with the Taliban back in power, India is cautious in its stand on Kashmir. A Taliban spokesman said at a news conference after assuming office that Kashmir was a bilateral issue. This argument is unacceptable to India, which maintains that this is only an internal matter.
