മിഷണറീസ് ഓഫ് ചാരിറ്റിയുടെ തടഞ്ഞുവെച്ച വിദേശസഹായം സ്വീകരിക്കാനുള്ള അനുമതി കേന്ദ്രം പുനഃസ്ഥാപിച്ചു

മദര്‍ തെരേസ സ്ഥാപിച്ച സന്ന്യാസസമൂഹമായ മിഷണറീസ് ഓഫ് ചാരിറ്റിയുടെ വിദേശസഹായം സ്വീകരിക്കാനുള്ള അനുമതി (FCRA) കേന്ദ്ര സര്‍ക്കാര്‍ പുനഃസ്ഥാപിച്ചു. ഇതിനുള്ള അനുമതി ക്രിസ്മസ് നാളില്‍ കേന്ദ്രസര്‍ക്കാര്‍ റദ്ദാക്കിയിരുന്നു. ബന്ധപ്പെട്ട വകുപ്പുകള്‍ക്ക് ആവശ്യമായ രേഖകള്‍ സമര്‍പ്പിച്ചതിനെ തുടര്‍ന്നാണിപ്പോള്‍ കേന്ദ്ര ആഭ്യന്തര മന്ത്രാലയം രജിസ്‌ട്രേഷന്‍ പുതുക്കിനൽകാൻ തീരുമാനിച്ചത്.

ചില FCRA ചട്ടങ്ങൾ  പാലിക്കാത്തതിനെത്തുടര്‍ന്നാണ് നടപടിയെന്ന് കേന്ദ്രആഭ്യന്തരമന്ത്രാലയം വ്യക്തമാക്കിയിരുന്നു. മിഷണറീസ് ഓഫ് ചാരിറ്റിയുടെ ബാങ്ക് അക്കൗണ്ടുകള്‍ കേന്ദ്രസര്‍ക്കാര്‍ മരവിപ്പിച്ചുവെന്നും അത്  നടുക്കമുണര്‍ത്തുന്നതാണെന്നും പശ്ചിമബംഗാള്‍ മുഖ്യമന്ത്രി മമതാ ബാനര്‍ജി നേരത്തേ ട്വീറ്റ് ചെയ്തിരുന്നു. ഇതിനാൽ മിഷണറീസ് ഓഫ് ചാരിറ്റിയുടെ  പരിചരണത്തിലുള്ള 22,000 രോഗികള്‍ക്കും അന്ധേവാസികൾക്കും ഭക്ഷണവും മരുന്നും വാങ്ങാന്‍ നിര്‍വാഹമില്ലാതായെന്നും മമതാ ബാനര്‍ജി പറഞ്ഞു. 

എന്നാല്‍ കേന്ദ്ര സർക്കാർ ആരുടെയും അക്കൗണ്ടുകള്‍ മരവിപ്പിച്ചിട്ടില്ലെന്നും, വിദേശ സംഭാവന നിയന്ത്രണച്ചട്ടത്തിന്റെ (എഫ്.സി.ആര്‍.എ.) ലൈസന്‍സ് പുതുക്കാനുള്ള മിഷണറീസ് ഓഫ് ചാരിറ്റിയുടെ അപേക്ഷ രേഖകൾ പൂർണമല്ലാത്തതിനാൽ ഡിസംബർ 25-ന് നിരസിച്ചിട്ടുണ്ട്. ഡിസംബർ 31 വരെ അവര്‍ക്ക് സംഭാവന സ്വീകരിക്കാന്‍ ലൈസന്‍സുണ്ട്. ബാങ്ക് അക്കൗണ്ടുകള്‍ മരവിപ്പിക്കാന്‍ മിഷണറീസ് ഓഫ് ചാരിറ്റി അപേക്ഷനല്‍കിയിരുന്നതായും അതനുസരിച്ച് നടപടിയെടുത്തിട്ടുണ്ടെന്നും എസ് ബി ഐ അറിയിച്ചതായും മന്ത്രാലയം പത്രക്കുറിപ്പിലറിയിച്ചിരുന്നു.

ബാങ്ക് അക്കൗണ്ടുകള്‍ കേന്ദ്ര സർക്കാർ മരവിപ്പിച്ചിട്ടില്ലെന്നും എന്നാല്‍, വിദേശസഹായം സ്വീകരിക്കാനുള്ള അനുമതി കേന്ദ്രം റദ്ദാക്കിയതായി അറിയിപ്പുലഭിച്ചിട്ടുണ്ടെന്നും മിഷണറീസ് ഓഫ് ചാരിറ്റിയും പിന്നാലെ പ്രതികരിച്ചു. ഈ പ്രശ്‌നം പരിഹരിക്കുന്നതുവരെ വിദേശസംഭാവനാ അക്കൗണ്ടുകള്‍ മരവിപ്പിക്കാന്‍ വിവിധശാഖകളോട് നിര്‍ദേശിച്ചിട്ടുണ്ടെന്നും അവര്‍ വ്യക്തമാക്കിയിരുന്നു.

The Central Government has reinstated the Foreign Aid (FCRA) license of the Missionaries of Charity, a monastic community founded by Mother Teresa. The permission for this was canceled by the Central Government on Christmas day. The Union Home Ministry has decided to renew the registration after submitting the required documents to the concerned departments. The Union Home Ministry had said that the action was taken due to non-compliance with certain FCRA rules. Earlier, West Bengal Chief Minister Mamata Banerjee had tweeted that the central government had frozen the bank accounts of the Missionaries of Charity, which was shocking. As a result, Mamata Banerjee said, 22,000 patients and inmates under the care of the Missionaries of Charity could not afford to buy food and medicine.

However, the Central Government has not frozen anyone's accounts and the Missionaries of Charity's application for renewal of the Foreign Contribution Control Act (FCRA) license was rejected on December 25 due to incomplete documents. They have a license to accept donations until December 31st. The ministry said in a press release that the Missionaries of Charity had applied to freeze the bank accounts and SBI had informed them that action had been taken accordingly. The Missionaries of Charity later responded that the bank accounts had not been frozen by the central government but had been notified that the center had revoked its permission to receive foreign aid. They also said that various branches have been directed to freeze foreign donation accounts till the issue is resolved.
