പൊതു പണിമുടക്ക് - സര്‍ക്കാര്‍ ഡയസ്നോണ്‍ പ്രഖ്യാപിച്ചു. ജീവനക്കാര്‍ ചൊവ്വാഴ്ച ജോലിക്ക് ഹാജരാകണം

നാല്പത്തി എട്ട് മണിക്കൂർ പൊതുപണിമുടക്ക് തുടരുന്നതിനിടെ, സർക്കാർ ജീവനക്കാർ ചൊവ്വാഴ്ച ജോലിക്കു ഹാജരാകണമെന്ന് നിർദേശം. കേരള ഹൈക്കോടതി ഇടപെടലിനെത്തുടർന്നു ചീഫ് സെക്രട്ടറിയുടേതാണ് ഉത്തരവ്. പണിമുടക്കുന്നവർക്ക് ഡയസ്നോൺ ബാധകമായിരിക്കുമെന്നും ഉത്തരവിൽ പറയുന്നു. സർക്കാർ ഉദ്യോഗസ്ഥർ പൊതു പണിമുടക്കിൽ പങ്കെടുക്കുന്നത് നിയമവിരുദ്ധമാണെന്നും ഹൈകോടതി വ്യക്തമാക്കി. അനധികൃതമായി ജോലിക്കു ഹാജാരാകാ‍ത്ത സർക്കാർ ജീവനക്കാർക്ക് ശമ്പളം നഷ്ടപ്പെടും. അത്യാവശ്യങ്ങൾക്കല്ലാതെ അവധി അനുവദിക്കുകയുമില്ലെന്ന് ഉത്തരവ് വ്യക്തമാക്കുന്നു. ജീവനക്കാരനോ, ഭാര്യ മക്കൾ മാതാപിതാക്കൾ തുടങ്ങിയ അടുത്ത ബന്ധുക്കളുടെയോ അസുഖം, ജീവനക്കാരൻ്റെ പരീക്ഷാ സംബന്ധമായ  ആവശ്യങ്ങൾ, പ്രസവാവധി, ഒഴിവാക്കാനാകാത്ത മറ്റ് കാരണങ്ങൾ എന്നിവയ്ക്കു മാത്രമേ അവധി അനുവദിക്കൂ.

പൊതു പണിമുടക്കിനെതിരെ അഭിഭാഷകൻ സമർപ്പിച്ച ഹർജി പരിഗണിച്ചാണ്ഹൈ ക്കോടതി ഇടപെടൽ. ഹൈക്കോടതി ഉത്തരവിൻമേൽ സർക്കാർ അഡ്വക്കറ്റ് ജനറലിൻ്റെ നിയമോപദേശം തേടിയിരുന്നു. ഇതേ തുടർന്ന്, വിധി പക‍ർപ്പ് പരിശോധിച്ച അഡ്വക്കറ്റ് ജനറൽ നൽകിയ നിയമോപദേശത്തിൻ്റെ അടിസ്ഥാനത്തിലാണ് അവശ്യ സ‍ർവീസ് നിയമമായ ഡയസ്നോൺ പ്രഖ്യാപിക്കാൻ സ‍ർക്കാർ തീരുമാനിച്ചത്. കോടതി ഉത്തരവിൻ്റെ അടിസ്ഥാനത്തിൽ തുട‍ർനടപടി സ്വീകരിക്കണം എന്ന് നിർദ്ദേശത്തോടെയാണ് അഡ്വക്കറ്റ് ജനറൽ ചീഫ് സെക്രട്ടറിക്ക് ഹൈക്കോടതി ഉത്തരവിന്റെ പക‍ർപ്പ് കൈമാറിയത്. ഇതിന് പിന്നാലെ ‍ചീഫ് സെക്രട്ടറി ഡയസ്നോണ്‍ പ്രഖ്യാപിച്ച് ഉത്തരവിറക്കുകയായിരുന്നു. 

സർക്കാർ ഉദ്യോഗസ്ഥർ ദേശീയ പണിമുടക്കിൽ പങ്കെടുക്കുന്നത് വിലക്കി തിങ്കളാഴ്ചതന്നെ ഉത്തരവിറക്കണമെന്ന് ചീഫ് ജസ്റ്റിസ് എസ് മണികുമാർ ഉൾപ്പെട്ട ഡിവിഷൻ ബെഞ്ച് നിർദേശിച്ചിരുന്നു. നാല്പത്തിയെട്ട് മണിക്കൂർ ദേശീയ പണിമുടക്കിൽ സംസ്ഥാന സർക്കാർ ഡയസ്നോൺ പ്രഖ്യാപിക്കാത്തതിനെതിരെ തിരുവനന്തപുരം സ്വദേശിയായ അഭിഭാഷകൻ സമർപ്പിച്ച ഹർജിയിലാണ് ഹൈക്കോടതിയുടെ ഇടപെടൽ.

പെട്രോൾ പമ്പുകൾ തുറന്ന് പ്രവർത്തിക്കണമെന്ന് കോഴിക്കോട് കളക്ടർ 

ആംബുലന്‍സുകൾ ഉൾപ്പടെയുള്ള അവശ്യ സര്‍വീസ് വാഹനങ്ങളെ പണിമുടക്ക് ബാധിക്കാതിരിക്കാന്‍ ജില്ലയിലെ പെട്രോള്‍ പമ്പുകള്‍ തുറന്ന് പ്രവര്‍ത്തിക്കണമെന്ന് കോഴിക്കോട് ജില്ലാ കളക്ടര്‍  ഡോ എന്‍ തേജ് ലോഹിത് റെഡ്ഡി ആവശ്യപ്പെട്ടു. തുറന്നു പ്രവര്‍ത്തിക്കുന്ന പെട്രോള്‍ പമ്പുകള്‍ക്ക് ആവശ്യമായ സുരക്ഷാ സംവിധാനമൊരുക്കാന്‍ പോലീസിന് നിര്‍ദ്ദേശം നല്‍കിയിട്ടുണ്ടെന്നും കളക്ടര്‍ അറിയിച്ചു. തിരുവനന്തപുരം നഗരത്തിലും നഗര പ്രാന്ത പ്രദേശങ്ങളിലും മുഴുവൻ പെട്രോൾ പാമ്പുകളും പണിമുടക്കിനെ തുടർന്ന് അടഞ്ഞുകിടക്കുകയാണ്.

As the forty-eight-hour general strike continues, government employees are being asked to report for work on Tuesday. The order was issued by the Chief Secretary following the intervention of the Kerala High Court. The order also states that Dyson will apply to strikers. The High Court said it was illegal for government officials to participate in general strikes. Government employees who do not report for work illegally will lose their salaries. The order clarifies that leave will not be granted except for essentials. Leave is allowed only for the illness of the employee, close relatives such as wife, children, parents, examination requirements of the employee, maternity leave and other unavoidable reasons.

The High Court intervened after considering a petition filed by a lawyer against the general strike. The government had sought the legal advice of the Advocate General on the High Court order. Following this, the Sovereigns decided to declare Dyson, the essential service law, on the basis of legal advice given by the Advocate General, who examined the copy of the judgment. A copy of the High Court order was handed over to the Advocate General's Chief Secretary, who directed that further action be taken on the basis of the court order. Following this, the Chief Secretary Dyson announced the order.

A division bench comprising Chief Justice S Manikumar had on Monday directed the government to ban government officials from participating in the national strike. The High Court intervened in a petition filed by a lawyer from Thiruvananthapuram against the state government's failure to declare Dyson during the 48-hour national strike.

Kozhikode Collector demanded that petrol pumps should be kept open

Kozhikode District Collector Dr N Tej Lohit Reddy has demanded that petrol pumps in the district be kept open so that essential service vehicles, including ambulances, are not affected by the strike. The Collector said that the police has been directed to provide security for the petrol pumps which are open. All petrol pumps in the city and suburbs of Thiruvananthapuram have been closed following the strike.
