ഊര്‍ജ പ്രതിസന്ധി - 2015 ന് ശേഷം കല്‍ക്കരി ഇറക്കുമതിക്കൊരുങ്ങി കോള്‍ ഇന്ത്യ
രാജ്യത്ത് ഊര്‍ജ പ്രതിസന്ധി തീവ്രമായതോടെ കല്‍ക്കരി ഇറക്കുമതി ചെയ്യാനോരുങ്ങി കോള്‍ ഇന്ത്യ ലിമിറ്റഡ്. 2015-നു ശേഷം ഇതാദ്യമായാണ് കോള്‍ ഇന്ത്യ കല്‍ക്കരി ഇറക്കുമതി ചെയ്യുന്നത്. ഇക്കഴിഞ്ഞ ഏപ്രില്‍ മാസം രാജ്യത്ത് വലിയതോതിലുള്ള ഊര്‍ജപ്രതിസന്ധി അനുഭവപ്പെട്ടിരുന്നു. സമാനസാഹചര്യം ആവര്‍ത്തിക്കപ്പെടാതിരിക്കാനുള്ള നീക്കത്തിന്റെ ഭാഗമായാണ് ഇത്. രാജ്യത്തെ ഊര്‍ജോല്‍പാദക സ്ഥാപനങ്ങള്‍ക്കു വേണ്ടിയാണ് കോള്‍ ഇന്ത്യയുടെ നീക്കം. സര്‍ക്കാര്‍ ഉടമസ്ഥതയിലുള്ള കോള്‍ ഇന്ത്യ, ലോകത്തെ തന്നെ ഏറ്റവും വലിയ കല്‍ക്കരി ഖനന-സംസ്‌കരണ സ്ഥാപനമാണ്.
താപവൈദ്യുത നിലയങ്ങള്‍, സംസ്ഥാനങ്ങള്‍, ഇന്‍ഡിപെന്‍ഡന്റ് പവര്‍ പ്രൊഡ്യൂസേഴ്‌സ് (ഐ.പി.പി.) തുടങ്ങിവയ്ക്ക് കോള്‍ ബ്ലെന്‍ഡിങ്ങിന് ആവശ്യമായ കല്‍ക്കരി, ഏകീകൃതരീതിയിൽ കോള്‍ ഇന്ത്യ ഇറക്കുമതി ചെയ്യുമെന്ന് ഊര്‍ജ മന്ത്രാലയത്തിൻ്റെ മേയ് 28-നുള്ള കത്തില്‍ വ്യക്തമാക്കുന്നു. കേന്ദ്രത്തിലെയും സംസ്ഥാനത്തേയും ഊര്‍ജവകുപ്പുമായി ബന്ധപ്പെട്ട ഉന്നത ഉേദ്യാഗസ്ഥര്‍ക്കും കോള്‍ ഇന്ത്യയുടെ സെക്രട്ടറിക്കും ചെയര്‍മാനും ഊര്‍ജവകുപ്പ് ഈ കത്ത് അയച്ചിട്ടുണ്ട്. ഈ കൊല്ലത്തിൻ്റെ മൂന്നാംപാദത്തില്‍ വലിയതോതിലുള്ള കല്‍ക്കരിക്ഷാമം രാജ്യം നേരിട്ടേക്കുമെന്നാണ് വിലയിരുത്തൽ. അതിനാൽ, ആ ക്ഷാമം നേരിനാനാണ് ഇപ്പോൾ കൽക്കരി ഇറക്കുമതിചെയ്യുന്നത്.
കോള്‍ ഇന്ത്യ വഴി കേന്ദ്രീകൃത മാര്‍ഗത്തില്‍ ഇറക്കുമതി നടത്തുമ്പോള്‍ സംസ്ഥാനങ്ങൾ അടക്കമുള്ളവർ സ്വന്തം നിലയ്ക്ക് ഇറക്കുമതി ചെയ്യന്നതിലെ ആശയക്കുഴപ്പങ്ങള്‍ ഒഴിവാക്കാനാകും. സംസ്ഥാനങ്ങളുടെ അഭ്യര്‍ഥന കൂടി മാനിച്ചാണ് കോൾ ഇന്ത്യ ഇത്തരം ഒരു തീരുമാനത്തിലെത്തിയതെന്നും ഊര്‍ജ മന്ത്രാലയം കത്തില്‍ വ്യക്തമാക്കുന്നു. കാരണം, കല്‍ക്കരി ഇറക്കുമതിക്ക് വിവിധ സംസ്ഥാനങ്ങള്‍ ടെന്‍ഡറുകള്‍ നല്‍കുമ്പോള്‍ അത് പലവിധത്തിലുള്ള ആശയക്കുഴപ്പങ്ങള്‍ക്ക് വഴിവെക്കുന്നുണ്ട്. ഊര്‍ജോല്‍പാദക സ്ഥാപനങ്ങളോട് കല്‍ക്കരി ഇറക്കുമതി വര്‍ധിപ്പിക്കാന്‍ ഇക്കഴിഞ്ഞ ദിവസങ്ങളില്‍ കേന്ദ്രം നിര്‍ദേശം നല്‍കിയിരുന്നു. എന്നാല്‍ നടപടിക്രമങ്ങള്‍ പൂര്‍ത്തിയാകാത്ത ടെന്‍ഡറുകള്‍ തത്കാലത്തേക്ക് മരവിപ്പിക്കാന്‍, ഊര്‍ജവകുപ്പ് ശനിയാഴ്ച സംസ്ഥാനങ്ങളോട് ആവശ്യപ്പെട്ടിട്ടുണ്ട്. ഇത് കോൾ ഇന്ത്യയുടെ ഏകീകൃത ഇറക്കുമതി തീരുമാനത്തെ തുടർന്നാണ്.

Coal India will import coal for coal blending for thermal power plants, states and Independent Power Producers (IPPs) in a consolidated manner, according to a May 28 letter from the Ministry of Power. The Department of Power has sent this letter to senior officials of the Central and State Energy Departments and to the Secretary and Chairman of Coal India. The country is expected to face a major coal shortage in the third quarter of this year. Therefore, coal is now being imported to meet the shortage.
When importing through Coal India through a centralized route, the confusion of the states as well as those importing on their own can be avoided. According to the Ministry of Power, Coal India has taken such a decision at the request of the states. This is because when different states submit tenders for coal imports, it leads to various confusions. In recent days, the Center has directed power companies to increase coal imports. But the Department of Energy on Saturday asked the states to freeze the tenders for which the procedures have not been completed. This is in the wake of Coal India's unified import decision.
