കേരള സ്വാശ്രയ കോളേജ് നിയമന ഓര്‍ഡിനന്‍സിൽ ഗവര്‍ണ്ണര്‍ ഒപ്പുവെച്ചു

കേരള സ്വാശ്രയ കോളേജ് നിയമന ഓര്‍ഡിനന്‍സിൽഗവര്‍ണ്ണര്‍ ഒപ്പ് വെച്ചു. തൊഴില്‍ സുരക്ഷയും വിദ്യാഭ്യാസത്തിൻ്റെ ഗുണമേന്മയും ഉറപ്പുവരുത്താന്‍ ലക്ഷ്യമിട്ടുള്ളതാണ് ഓര്‍ഡിനന്‍സ്. അധ്യാപകരുടെ യോഗ്യതകള്‍ നിശ്ചയിക്കാനുള്ള മാനദണ്ഡവും നിയമം വ്യവസ്ഥചെയ്യുന്നു. യു ജി സി യുടെയും സര്‍ക്കാറിൻ്റെയും പ്രതിനിധികള്‍ ഉള്‍പ്പെടുന്ന റെഗുലേറ്ററി കമ്മിറ്റിയാണ് അധ്യാപകരുടെ യോഗ്യതകള്‍ നിശ്ചയിക്കുക. നിലവില്‍ യോഗ്യതയില്ലാത്തവര്‍ ഉണ്ടെങ്കില്‍ അവര്‍ക്ക് യോഗ്യത നേടാനുള്ള നിയമപരമായ സാവകാശം നല്‍കും.

സ്വാശ്രയ കോളേജ് അധ്യാപകരുടെയും അനധ്യാപകരുടെയും അവധി അവകാശങ്ങള്‍ ഇനി സര്‍ക്കാര്‍ ജീവനക്കാരുടേതിന് സമാനമായിരിക്കും. എല്ലാ ജീവനക്കാരെയും പ്രൊവിഡന്റ് ഫണ്ടിലും ഇതുമായി ബന്ധപ്പെട്ട പെന്‍ഷന്‍ സ്‌കീമിലും ഉള്‍പ്പെടുത്തണമെന്നും ഓര്‍ഡിനന്‍സ് വ്യവസ്ഥ ചെയ്യുന്നു. നിലവില്‍ സംസ്ഥാനത്ത് 1000-ലധികം സ്വാശ്രയ കോളേജുകളുണ്ട്, ഇവയിലെ അധ്യാപക-അനധ്യാപക ജീവനക്കാരുടെ എണ്ണം 50,000 ല്‍ അധികം വരും. ഇവരുടെ യോഗ്യത, ശമ്പളം, ലീവ്, ജോലി സ്ഥിരത തുടങ്ങിയവ സംബന്ധിച്ച് നിലവിൽ വ്യക്തമായ മാനദണ്ഡങ്ങളൊന്നും തന്നെയില്ല. ഈ സാഹചര്യത്തിലാണ് സര്‍ക്കാരിൻ്റെ നടപടി. 

ഇന്നുമുതൽ ഓര്‍ഡിനന്‍സ് പ്രാബല്യത്തില്‍ വന്നതിനാല്‍ ജീവനക്കാരുടെ അച്ചടക്ക നിയന്ത്രണം അതാത് മാനേജമെൻ്റുകളില്‍ നിക്ഷിപ്തമായിരിക്കുമ്പോള്‍ തന്നെ അച്ചടക്ക നടപടികള്‍ക്ക് വിധേയരാക്കുന്നവര്‍ക്ക് സര്‍വകലാശാലയില്‍ നടപടിക്കെതിരെ അപ്പീല്‍ നല്‍കാനാകും. തസ്തിക, നിയമന കാലയളവ്, ശമ്പളവും ബത്തകളും തുടങ്ങിയവ സംബന്ധിച്ച് ജീവനക്കാർ മാനേജമെൻ്റുമായി കരാറില്‍ ഏര്‍പ്പെടണമെന്നതാണ് ഓര്‍ഡിനന്‍സില്‍ വ്യവസ്ഥ ചെയ്യുന്നത്.

Kerala Self Finance College Appointment Ordinance was signed by the Governor. The ordinance aims to ensure job security and the quality of education. The law also stipulates criteria for determining the qualifications of teachers. Teachers' qualifications are determined by a regulatory committee comprising representatives of the UGC and the government. Those who are currently ineligible will be given a legal delay to qualify.

The leave rights of self-financing college teachers and non-teachers will now be the same as those of government employees. The ordinance also stipulates that all employees should be included in the provident fund and related pension schemes. At present there are more than 1000 self-financing colleges in the state with over 50,000 teaching and non-teaching staff. There are currently no clear criteria for their eligibility, salary, leave or job security. It is in this context that the government takes action.

As the ordinance came into force from today, disciplinary action can be taken against those who are subject to disciplinary action while the disciplinary control of the staff is vested in the respective managements. The ordinance stipulates that employees must enter into an agreement with management regarding positions, terms of appointment, salaries and allowances.
