മലയാളം സംസാരിക്കരുത് - ഡൽഹി ജി.ബി. പന്ത് ആശുപത്രി

മലയാളം സംസാരിക്കരുതെന്ന വിവാദ സർക്കുലർ ജി.ബി. പന്ത് ആശുപത്രി അധികൃതർ പിൻവലിച്ചെങ്കിലും എന്തിന്  ഇത്തരമൊരു വിവിവാദ സർക്കുലർ ഇറക്കി എന്നതിന് പിന്നിലെ യഥാർഥ കാരണം വ്യക്തമല്ലെന്നു ആശുപത്രി യൂണിയൻ ഭാരവാഹികളും നഴ്സിങ് ജീവനക്കാരും പറയുന്നു.   

സെക്രട്ടേറിയറ്റിൽ രോഗികളിൽ ആരോ ഇതു സംബന്ധിച്ച പരാതി നൽകിയെന്നാണ് അനൗദ്യോഗിക വിശദീകരണം. എന്നാൽ ആശുപത്രിയിൽ പരാതി പരിഹാര വിഭാഗമുണ്ടെന്നിരിക്കെ സെക്രട്ടേറിയറ്റിൽ പരാതിയുമായി ചെന്നത് ആരാണെന്ന് ജീവനക്കാർ ചോദിക്കുന്നു. വർഷങ്ങളായി ഇവിടെ ജോലി ചെയ്യുന്ന നഴ്സുമാർ പോലും ഇത്തരമൊരു അനുഭവം ആദ്യമെന്നു പറയുന്നു.

ഡൽഹി ജവാഹർലാൽ നെഹ്റു മാർഗിലെ 800 കിടക്കയുള്ള ജി.ബി. പന്ത് ആശുപത്രി സംസ്ഥാന സർക്കാരിനു കീഴിലെ ഏറ്റവും വലിയ ആശുപത്രികളിലൊന്നാണ്. മൗലാന ആസാദ് മെഡിക്കൽ കോളജിൻ്റെ  ഭാഗമായ ഗോവിന്ദ് വല്ലഭ് പന്ത് ഇൻസ്റ്റിറ്റ്യൂട്ട് ഓഫ് പോസ്റ്റ് ഗ്രാജ്വേറ്റ് മെഡിക്കൽ എജ്യൂക്കേഷൻ ആൻഡ് റിസർച്ചിൽ 600ലേറെ നഴ്സിങ് ഓഫിസർമാരാണുള്ളത്. അതിൽ തന്നെ 60 ശതമാനത്തോളം അതായത് 400പേരിലേറെ പേർ മലയാളികളാണ്.

മലയാളം സംസാരിക്കരുതെന്നും ഇംഗ്ലിഷ്, ഹിന്ദി ഭാഷകളേ ഉപയോഗിക്കാവൂ എന്നും അല്ലാത്തപക്ഷം കടുത്ത നടപടികൾ നേരിടേണ്ടി വരുമെന്നും വ്യക്തമാക്കി ശനി‌യാഴ്ചയാണു സർക്കുലർ ഇറക്കിയത്. ആശുപത്രിയിലെ നഴ്സിങ് സൂപ്രണ്ട് വിരമിച്ചിട്ടു 2 മാസത്തിലേറെയായി. നിലവിൽ 3 ഡപ്യൂട്ടി നഴ്സിങ് സൂപ്രണ്ടുമാർക്കാണു താൽക്കാലിക ചുമതല നൽകിയിട്ടുള്ളത്. ഇതിൽ ആരാണ് ഉത്തരവിട്ടതെന്ന് നോട്ടിസിൽ വ്യക്തമാക്കിയിട്ടില്ല. ഉത്തരവ് ഇറക്കിയ ആളുടെ പേരോ സീലോ സർക്കുലറിൽ ഉൾപ്പെടുത്തിയിറ്റുമുണ്ടായിരുന്നില്ല.

പഞ്ചാബ്, മണിപ്പുർ, അസം, രാജസ്ഥാൻ തുടങ്ങിയ സംസ്ഥാനങ്ങളിൽനിന്നുള്ള നഴ്സുമാരും ആശുപത്രിയിൽജോലി ചെയ്യുന്നുണ്ട്. എന്നാൽ ഈ ഭാഷകൾ ഉപയോഗിക്കുന്നതിനു വിലക്കില്ലെന്നതും വിചിത്രമാണ്. ‘രോഗികളോടു ഹിന്ദിയിലോ ഇംഗ്ലിഷിലോ തന്നെയാണു സംസാരിക്കുന്നത്. മലയാളി നഴ്സുമാർ തമ്മിൽ കാണുമ്പോൾ മാതൃഭാഷയിൽ സംസാരിക്കുന്നതു സ്വാഭാവികം. എന്നാൽ മലയാളത്തിനു മാത്രം വിലക്കേർപ്പെടുത്തിയതു വിചിത്രമാണ്’ ആശുപത്രിയിലെ മലയാളി നഴ്സിങ് ഓഫിസർ പ്രതികരിച്ചു. കടുത്ത പ്രതിഷേധത്തിന് പിന്നാലെ ആശുപത്രി അധികൃതർ വിവാദ ഉത്തരവ് പിൻവലിച്ചു.

G.B. Pant hospital authorities issued a  controversial circular of not to speak Malayalam in the hospital and withdrew the same, but the real reason behind why such a controversial circular was issued is not clear, according to the hospital union and nursing staff.

The unofficial explanation is that one of the patients lodged a complaint in secretariat in this regard. But the employees ask who came to the secretariat for lodging a complaint, while there is a grievance redressal division in the hospital itself. Even nurses who have been working here for years says that, it is the first such experience.

GB Pant Hospital is one of the largest hospitals under the state government with 800-bed at Jawaharlal Nehru Marg, Delhi. Govind Vallabh Pant Institute of Post Graduate Medical Education and Research, a part of Maulana Azad Medical College, has over 600 nursing officers. About 60 per cent of them, more than 400, are Keralites. 

The circular was issued on Saturday stating that Malayalam should not be spoken and English and Hindi should be used otherwise severe measures would be faced. The hospital's nursing superintendent has been retired for more than 2 months. Currently, 3 Deputy Nursing Superintendents have been given temporary charge. The notice does not specify who ordered it. The name or seal of the person who issued the order was not included in the circular.

Nurses from states like Punjab, Manipur, Assam and Rajasthan are also working in the hospital. But it is also strange that these languages are not prohibited from being used. 'Patients are spoken to in Hindi or English and it is natural to speak in the mother tongue when you see Malayali nurses. But it is strange that only Malayalam has been banned', responded the Hospital's Malayali Nursing Officer. The hospital authorities withdrew the controversial order following a strong protests.
