സമാധാനപരമായ മാർഗങ്ങളിലൂടെ അഫ്ഗാനിസ്ഥാനിലെ പ്രശ്നങ്ങൾ പരിഹരിക്കണമെന്ന് ബ്രിക്സ് ഉച്ചകോടി ആവശ്യപ്പെട്ടു. അഫ്ഗാനിസ്ഥാൻ ഭീകരരുടെ താവളമായും അയൽരാജ്യങ്ങളെ ആക്രമിക്കുന്നതിനും മയക്കുമരുന്നു വ്യാപാരത്തിനുമായും ഉപയോഗിക്കപ്പെടാൻ പാടില്ലെന്നും ഉച്ചകോടി അംഗീകരിച്ച ‘ന്യൂഡൽഹി പ്രഖ്യാപനം’ വ്യക്തമാക്കി.

അഫ്ഗാനിസ്ഥാനിൽ സ്ത്രീകളുടെയും കുട്ടികളുടെയും ന്യൂനപക്ഷങ്ങളുടെയും ഉൾപ്പെടെ മനുഷ്യാവകാശങ്ങൾ ഉറപ്പാക്കണം. രാജ്യത്തിനുള്ളിൽ എല്ലാ വിഭാഗങ്ങളെയും ഉൾപ്പെടുത്തിയുള്ള ചർച്ചയിലൂടെ സുസ്ഥിരതയും സമാധാനവും ക്രമസമാധാനവും സാധ്യമാക്കണം. വിവിധ രാജ്യങ്ങളിലെ സംഘട്ടനങ്ങൾ സമാധാനപരമായ രീതിയിലും രാഷ്ട്രീയ, നയതന്ത്ര മാർഗങ്ങളിലൂടെയുമാണ് പരിഹരിക്കേണ്ടത്. ഒരു രാജ്യത്തിന്റെയും രാഷ്ട്രീയ സ്വാതന്ത്ര്യത്തിനും രാജ്യാതിർത്തിക്കും ഭീഷണിയാകുന്ന നടപടികൾ അംഗീകരിക്കാനാവില്ലെന്നും പ്രഖ്യാപനത്തിൽ പറഞ്ഞു.

പ്രധാനമന്ത്രി നരേന്ദ്ര മോദി അധ്യക്ഷത വഹിച്ച വെർച്വൽ ഉച്ചകോടിയിൽ രാഷ്ട്രത്തലവൻമാരായ ഷി ചിൻപിങ് (ചൈന), വ്ലാഡിമിർ പുടിൻ (റഷ്യ), സിറിൾ റമഫോസ (ദക്ഷിണാഫ്രിക്ക), ജേർ ബൊൽസൊനാരോ (ബ്രസീൽ) എന്നിവർ പങ്കെടുത്തു. അഫ്ഗാനിസ്ഥാനിൽനിന്നുള്ള കുടിയേറ്റക്കാരുടെ ഒഴുക്കു തടയാൻ റഷ്യ താൽപര്യപ്പെടുന്നുവെന്നും അഫ്ഗാനികൾ സമാധാനത്തിലും അന്തസ്സോടെയും സ്വന്തം രാജ്യത്തു ജീവിക്കണമെന്നും പുടിൻ പറഞ്ഞു.

ബഹുകക്ഷി സംവിധാനങ്ങൾ കാലോചിതമായി പരിഷ്കരിക്കേണ്ടതിന്റെ ആവശ്യം എടുത്തുപറഞ്ഞ ഉച്ചകോടിയിൽ, യുഎന്നിൽ ഇന്ത്യയ്ക്കും ദക്ഷിണാഫ്രിക്കയ്ക്കും ബ്രസീലിനും കൂടുതൽ പങ്കാളിത്തം ഉറപ്പാക്കുന്നതിന് റഷ്യയും ചൈനയും പിന്തുണ വ്യക്തമാക്കി.

രാജ്യാന്തര യാത്രകൾക്കുള്ള തടസ്സങ്ങൾ നീക്കാനെന്നോണം, കോവിഡ് വാക്സിനേഷനും പരിശോധനയും സംബന്ധിച്ച് രാജ്യങ്ങൾ നൽകുന്ന രേഖകൾ പരസ്പരം അംഗീകരിക്കണമെന്ന് ഉച്ചകോടി ആവശ്യപ്പെട്ടു. കോവിഡിനു കാരണമായ വൈറസിന്റെ ഉദ്ഭവത്തെക്കുറിച്ചുള്ള പഠനം സുപ്രധാനമാണ്; ശാസ്ത്രീയവും രാഷ്ട്രീയ മുക്തവും സുതാര്യവും സമയബന്ധിതവുമായ പഠനം ഭാവിയിലെ മഹാമാരികൾ തടയാനും സഹായകമാകും. 

കോവിഡ് വാക്സീനുകൾക്ക് ബൗദ്ധിക സ്വത്തവകാശ വ്യവസ്ഥകൾ ഒഴിവാക്കാൻ ലോക വ്യാപാര സംഘടനയിൽ ദക്ഷിണാഫ്രിക്കയും ഇന്ത്യയും വച്ചിട്ടുള്ള നിർദേശവും പ്രഖ്യാപനത്തിൽ എടുത്തുപറഞ്ഞു. രാജ്യങ്ങളുടെ സുരക്ഷയും പൊതുതാൽപര്യങ്ങളും വ്യക്തികളുടെ സ്വകാര്യത മാനിക്കുന്നതുമായ രീതിയിൽ പ്രയോഗിക്കുന്ന സമഗ്രവും സന്തുലിതമായ വികസനമാണ് ഇൻഫർമേഷൻ കമ്യൂണിക്കേഷൻ ടെക്നോളജി രംഗത്തു വേണ്ടതെന്നും പ്രഖ്യാപനം വ്യക്തമാക്കി.

The BRICS summit called for resolving the problems in Afghanistan through peaceful means. The 'New Delhi declaration' adopted by the summit also stated that Afghanistan should not be used as a haven for terrorists, attacking its neighbours and trading drugs. Human rights, including women, children and minorities, must be ensured in Afghanistan. Stability, peace and law and order must be achieved through dialogue involving all sections within the country. Conflicts in different countries must be resolved in a peaceful manner and through political and diplomatic means. The announcement also said that measures that threaten the political freedom and national boundaries of any country cannot be accepted.

The virtual summit chaired by prime minister Narendra Modi was attended by heads of state Xi chin ping (china), Vladimir Putin (Russia), Cyril Ramaphosa (South Africa) and Jer Bolsonaro (brazil). Putin said Russia wanted to stop the flow of immigrants from Afghanistan and that afghans should live in their own country in peace and dignity. At the summit highlighted the need for timely reform of multilateral systems, Russia and china expressed their support for ensuring greater participation of India, South Africa and brazil at the un.

As if to remove obstacles to international travel, the summit called for mutual recognition of documents issued by countries on covid vaccination and testing. The study of the origin of the virus that caused the covid is significant; scientific, politically free, transparent and timely study will also help prevent future pandemics. The announcement also highlighted South Africa and India’s proposal to the wto to exclude intellectual property conditions for covid vaccines. The announcement also said that information communication technology needs comprehensive and balanced development that is applied in a way that respects the security and common interests of countries and the privacy of individuals.
