വൈദ്യുതി വാഹന ചാർജിങ് സ്റ്റേഷന് ലൈസൻസ് വേണ്ട - വീട്ടിലെ ചാർജിങ്ങിന് ഗാർഹിക നിരക്ക്

വൈദ്യുതി വാഹനങ്ങൾക്കായി ലൈസൻസ് ഇല്ലാതെ തന്നെ പബ്ലിക് ചാർജിങ് സ്റ്റേഷനുകൾ (പിസിഎസ്) ആരംഭിക്കാമെന്നു കേന്ദ്ര ഊർജ മന്ത്രാലയത്തിൻ്റെ പരിഷ്കരിച്ച മാർഗരേഖയിൽ പറയുന്നു. ഇവ കേന്ദ്ര ഊർജ മന്ത്രാലയത്തിൻ്റെയും കേന്ദ്ര വൈദ്യുതി അതോറിറ്റിയുടെയും സാങ്കേതിക, സുരക്ഷാ ചട്ടങ്ങൾ പാലിച്ചാൽ മതി. വീട്ടിലോ ഓഫിസിലോ നിലവിലുള്ള കണക്‌ഷനിൽ നിലവിലെ നിരക്കിൽ തന്നെ ചാർജ് ചെയ്യാമെന്നും മാർഗരേഖയിൽ പറയുന്നു. 

സർക്കാർ, പൊതുമേഖലാ സ്ഥാപനങ്ങളുടെ സ്ഥലം ചാർജിങ് സ്റ്റേഷൻ ആരംഭിക്കാൻ സ്വകാര്യ സ്ഥാപനങ്ങൾക്കും വ്യക്തികൾക്കും വാടകയ്ക്ക് നൽകാം. ഒരു കിലോവാട്ട് ചാർജ് ചെയ്യുമ്പോൾ ഒരു രൂപ നിരക്കിൽ സ്ഥലമുടമയ്ക്കു നൽകണം. കരാറിൻ്റെ കുറഞ്ഞ കാലാവധി 10 വർഷമായിരിക്കും. ചാർജിങ് സ്റ്റേഷനു പുതിയ വൈദ്യുതി കണക്‌ഷൻ നൽകാനും നിലവിലുള്ളതു പുനഃക്രമീകരിച്ചു നൽകാനും മെട്രോ നഗരങ്ങളിൽ 7 ദിവസം, മറ്റു നഗരങ്ങളിൽ 15 ദിവസം, ഗ്രാമങ്ങളിൽ 30 ദിവസം എന്നിങ്ങനെ സമയപരിധി നിഷ്കർഷിച്ചു.

പബ്ലിക് ചാർജിങ് സ്റ്റേഷനുകൾക്കും ബാറ്ററി ചാർജിങ് സ്റ്റേഷനുകൾക്കും നൽകുന്ന വൈദ്യുതിക്ക് 2025 മാർച്ച് 31 വരെ അടിസ്ഥാന നിരക്കു മാത്രമേ ഈടാക്കാവൂ. ഈ കാലയളവിൽ വൈദ്യുതി നിരക്കിൽ ഉണ്ടാവുന്ന വർധനവുകൾ പബ്ലിക് ചാർജിങ് സ്റ്റേഷനുകൾക്ക് ബാധകമാവില്ല. ഈ തീരുമാനങ്ങൾ ഒക്കെയും പൊതു ചാർജിങ് സ്റ്റേഷനുകൾ എധേഷ്ടം ആരംഭിക്കുന്നതിന് സഹായകമാവും. ചാർജിങ് സ്റ്റേഷനുകൾ കൂടുതലായി തുടങ്ങുന്നതോടെ വൈദ്യുതി വാഹനങ്ങളുടെ വിൽപ്പനയിൽ കൂടുതൽ വലിയ കുതിച്ചു ചാട്ടമുണ്ടാകും.

According to the revised guidelines of the Union Ministry of Power, public charging stations (PCSs) can be set up without a license for electric vehicles. These are required to comply with the technical and safety regulations of the Union Ministry of Power and the Central Electricity Authority. The guideline also states that the current connection at home or office can be charged at the current rate.

The land of government and public sector undertakings can be leased to private entities and individuals to start a charging station. When charging one kilowatt, it should be paid to the landlord at the rate of one rupee. The minimum term of the contract is 10 years. The deadline for providing a new power connection to the charging station and to reconfigure the existing one is 7 days in metro cities, 15 days in other cities and 30 days in rural areas.

Electricity supplied to public charging stations and battery charging stations will be charged only at the base rate till March 31, 2025. Any increase in electricity rates during this period will not apply to public charging stations. All of these decisions will help public charging stations get started. With the opening of more charging stations, there will be a huge jump in sales of electric vehicles.
